The Beaufort County Tax Office is continuing to conduct site visits of all county properties as part of its required general revaluation process.
Revaluation is a process that resets the taxable value of all real property to its current market value. Real property includes land and any structures permanently attached to the land. Both vacant and improved properties are included in the revaluation. The process does not include personal property such as vehicles and boats, which are assessed annually on Jan. 1.
The revaluation effective date for Beaufort County is Jan. 1, 2025. The goal of revaluation is to help ensure the county’s tax burden is distributed equitably based on property values.
“It’s going to be seven years since our last one,” Beaufort County Tax Assessor Lloyd Salter said. “After that, we’ll go to a six-year cycle. The reason for that is you want to be able to better reflect what is happening in the market.”
Beaufort County has contracted with Vincent Valuations for revaluation services. Since July 2022, the staff of Vincent Valuations and county staff have been measuring property throughout the county to correct any listing errors or update any changes since the last revaluation, which was effective Jan. 1, 2018.
Appraisers conducting site visits have county name badges. They are driving their personal vehicles which are marked with magnetic county door signs. When visiting a property, an appraiser’s job is to verify that the property card is correct by conducting a visual inspection and walk-around of the exterior of the property. Upon arrival, the appraiser will first attempt to speak with the property owner to identify themselves and ask any applicable questions they may have.
The appraiser will evaluate the exterior of buildings on the property and note any additions or deletions to the property compared to what is currently listed on the property record card.
Because Vincent Valuations staff are contractors, you might see them conducting site visits on county holidays such as Veterans Day.
North Carolina general statutes require counties to reappraise real properties at least once every eight years. County boards of commissioners can choose to conduct revaluations more frequently. In 2022 the Beaufort County Commissioners voted to affirm 2025 as their next revaluation and then proceed to a six-year cycle thereafter.
Property owners will receive a change of value notice shortly after the effective date. The revaluation process determines the tax value of real properties, but the tax rate is determined by the Beaufort County Commissioners and the various town boards.
